Water scarcity and uneven rainfall remain major challenges in India. To address these issues, the Government of India launched the Ken–Betwa River Linking Project - the country's first river interlinking project under the National Perspective Plan.

The project aims to transfer surplus water from the Ken River to the water-deficient Betwa River basin while improving irrigation, drinking water supply, and power generation.

Key Features of the Project-

Some of the major highlights of the project include:

  • Construction of the Daudhan Dam on the Ken River.
  • A canal system to transfer water from the Ken basin to the Betwa basin.
  • Irrigation support for thousands of hectares of agricultural land.
  • Drinking water supply to several districts in Madhya Pradesh and Uttar Pradesh.
  • Hydroelectric power generation to support regional energy needs.

Major Benefits of the Project?

  • Improved Irrigation-

The project will provide irrigation facilities to drought-prone agricultural areas, helping farmers achieve better crop yields and reduce dependence on unpredictable monsoon rains.

  • Drinking Water Supply

Millions of people living in water-stressed regions are expected to benefit from improved access to clean drinking water.

  • Economic Development

Reliable water availability will encourage industrial growth, create employment opportunities, and stimulate economic development across Bundelkhand.

  • Hydroelectric Power

The project also includes hydroelectric power generation, contributing to India's renewable energy capacity.

  • Rural Development

Better water availability will strengthen rural livelihoods, reduce migration, and improve overall living standards.

  • Ground Water Replenishment

The project aids Ground Water Replenishment by routing surplus monsoon water through canals and reservoirs to recharge depleted aquifers in water scarce Bundelkhand region.

Why is the Project Controversial ?

Despite its developmental benefits, the Ken–Betwa River Linking Project has raised several concerns-

Submergence & Loss of Forest Cover

  • Land Submergence: The construction of the Daudhan Dam and its reservoir will submerge approximately 9,000 hectares of land.
  • Deforestation: An estimated 2.3 million trees will be felled or submerged, leading to a loss of timber, forest cover, and natural carbon sequestration capacity.

Impact on Panna Tiger Reserve (PTR)

  • Core Habitat Loss: More than 4,100 hectares of the submergence area lies directly inside the core Critical Tiger Habitat of the Panna Tiger Reserve .
  • Threat to Vultures: Gorges along the Ken River—which provide critical nesting habitats for endangered vulture species—will be submerged under reservoir waters.
  • Impact on Aquatic Life: Reduced downstream flows during dry seasons threaten the Ken Gharial Sanctuary and aquatic biodiversity reliant on the natural flow regime.

Habitat Fragmentation & Hydrological Changes

  • Wildlife Corridors: Construction activities, canals, and roads alter natural movement pathways for herbivores and big cats across surrounding forest ranges.
  • River Hydrology: Diverting flow from the Ken River alters riverbed morphology, sediment transport, and water quality downstre

Impact on  Local Communities

  • Large-Scale Displacement: The construction of the Daudhan Dam and its reservoir will submerge around 24 villages, directly displacing over 6,600 families  in Chhatarpur and Panna districts.
  • Disproportionate Impact on Indigenous Tribes: A significant portion of the affected population belongs to the Gond and Kol tribes. These communities depend heavily on non-timber forest produce (NTFP) and localized farming, which cannot be easily replicated post-relocation.

Rehabilitation & Compensation Concerns:

  • Land-for-Land Demands: Affected families frequently report a preference for agricultural "land-in-lieu-of-land" rather than cash payouts.
  • Implementation Gaps: Issues have been raised regarding delayed payouts, inadequate compensation rates, and lack of Gram Sabha consent under the Forest Rights Act and LARR Act, 2013.
  • Community Resistance & Protests: Local agitation-including widespread community demonstrations-highlights deep-seated anxieties over losing ancestral lands, cultural ties, and traditional riverine livelihoods.

Why is the Ken Betwa Project important for Defence Exam aspirant?

It is frequently covered under Geography, Environment, Government Schemes, and Current Affairs, making it highly relevant for UPSC, CDS, NDA, CAPF, and AFCAT examinations.

Conclusion

The Ken-Betwa Link Project offers a transformative solution to Bundelkhand's severe water crisis; however, its overall legacy depends on strictly balancing infrastructural ambition with ecological conservation and social responsibility.
